Role names do not imply every permission. Plan, active clinic, ownership and state also matter. This matrix grants no access; current product conditions govern.

Why is an action absent?
Check app/account/clinic, then filter, ownership/connection, record state and plan. Listing, detail, download, signing and deletion have different permissions. Signed-record editing may correctly be unavailable.
Direct URLs or Veti messages grant no access. Reread session/record after permission changes; do not force an old window's action. Access recovery, role learning paths.
Verify outcomes
Reopen the target after saving. Check identity/state/date, linked clinical records and stock/balance according to task. Missing permission, required-field errors and version conflicts need different recovery.
